I'd say this little cafe in Dallas is ahead of the pack! They now offer a menu for the dogs that accompany their people eating on the patio. It sounds like they had to get a new city ordinance passed in order to make it possible, so there are rules like no eating off of human plates, and waitstaff cannot pet the dogs.
